Empowering Homes, Hope, and a Stronger Ventura County
In the early 2000s, Dawn Dyer got together with a few concerned community members with a plan to increase the number of affordable housing options throughout Ventura County, to create more resilient communities through housing advocacy, economic empowerment and civic engagement. Under Dawn’s leadership as the “Founding Mother,” the Housing Trust Fund of Ventura County (HTFVC) was created to provide low-cost, flexible loans early in the development cycle for affordable housing projects for low-income individuals and families. HTFVC started by offering $2 million in matching funds for the early work of projects that best met the needs of the community. Over the past 17 years, Dawn has helped to grow HTFVC from a concept to a thriving nonprofit that now offers over $48.5 million in revolving loan funds via private-public partnerships and matching funds in cooperation with local municipalities. These early-stage loans ensure that the work of pre-development, site acquisition, design and engineering can get underway until permanent funding arrives. Dawn’s expertise in real estate, land use, finance and related legal issues has been instrumental to HTFVC’s growth and success. Thanks to Dawn’s leadership, the Housing Trust Fund of Ventura County has helped to create 1,900 homes for approximately 5,000 very-low-income, low-income and middle-income employees, transitional age foster youth, veterans, seniors, farm workers and those who are unhoused.
Dawn connects the Fund to community members and local organizations to sponsor the annual Compassion Campaign, sharing her vast network of business and investor connections. She regularly assists in raising funding, including potential investors for the Revolving Loan Fund, and helps to promote HTFVC in her many networks. Projects include helping the City of Ventura convert nearly 10 acres adjacent to the Veterans Home into affordable housing with supportive services, facilitating approvals for a 231-unit luxury apartment complex with public beach access, and assisting the UC Board of Regents with planning sustainable housing on a 37-acre endowment site. Following the December 2017 Thomas Fire in Ventura County, she provided hands-on support by staffing the housing resource center for displaced residents, cautioning against price gouging, and helping coordinate available shelter options. She currently serves as the chair of Ventura County’s Continuum of Care Alliance, a collaborative group dedicated to promoting a safe, desirable and thriving community by administering state and federal funding, and programs that provide shelter and care for people without homes in Ventura County.
Through her advocacy and leadership, Dawn has made Ventura County a better, more equitable place to live. Her work continues to create meaningful, lasting change, helping people not only find a place to live, but a community in which they can thrive.
Thanks to Dyer’s dedication and hard work, C.A.R. will donate $5,000 to the Housing Trust Fund of Ventura County.
